YOU ALREADY FEEL THIS. Dry pavement is an insulator — concrete and asphalt hold the whole city off the conductive ground beneath it. Rain floods the pores with a conductive film and the street's resistance drops by orders of magnitude: for a moment the ground plane reconnects. That's the "fresh air after a storm" — the surface electric field swings and settles, negative-ion count rises, static bleeds off. The field on this map, read through the soles of your feet.
